After crafting enough items speak with Ruby Tick Tock in Arbre Ridge:

She will give you 
Tinker's Guild Master Badge and teach you the following Master Tinker recipes:
Achievements[edit | edit source]
- Completing this or any other Guild Master quest for the first time unlocks Master Class steam achievement.
- Completing all Guild Master quests unlocks Mad Skills steam achievement.
